The Institute for Elected Municipal Officials (IEMO) program is a comprehensive educational initiative designed to equip municipal elected officials with the knowledge, skills, and tools necessary to govern their municipalities effectively. The curriculum covers various aspects of municipal governance through interactive and educational workshops led by experienced instructors, and attendees engage in peer-to-peer learning and networking.
The program includes three levels: IEMO I, IEMO II, and FLC Leadership. IEMO I and II are offered multiple times per year at different locations throughout the state. It is a two-day program structured in a Friday through Saturday format featuring presentations on numerous aspects of municipal government. FLC Leadership is held annually at a central location. It is a one-day program held on a Friday, featuring keynote presentations, panels, and more interactive sessions.

IEMO I is designed for newly elected officials and those with less than one term in office. Workshops include an overview of Florida municipal government strategies and best practices for effective councils; budgeting and accounting; an introduction to municipal finances; and parliamentary procedures.
IEMO II is reserved for graduates of the IEMO I program or those elected city officials who have completed one or more terms in office. Workshops include communication best practices and media relations, planning and land use, advanced municipal finance, and labor issues.
FLC Leadership is an interactive course that offers elected officials a unique opportunity to enhance their leadership skills through keynote presentations, panels, and interactive sessions, all while engaging in meaningful dialogue with fellow local leaders. FLC Leadership is reserved for graduates of the IEMO II program and can be repeated, as no two classes will be the same.
