Meet the Team

FLC University Director

Lynn has been a League employee since 1991. She began at the FLC as a federal and state lobbyist. Today, Lynn is responsible for developing and delivering training, overseeing the League’s Center for Municipal Research and Innovation, developing resource materials in a number of subject areas for members, and other special projects. 


 
Scott-Paine-CasualDr. Scott Paine
FLC University Director of Leadership Development & Education
For nearly 20 years he has worked with the League as a columnist, blogger, facilitator and presenter. Dr. Paine has worked at the University of Tampa as Associate Professor and at the University of South Florida. He also served as a Tampa city councilman for eight years.

FLC University Specialist

Shwanda Barnette received her J.D. from Georgetown University Law Center. Following a judicial clerkship, private practice, and adjunct teaching at Georgetown Law, Shwanda worked for five years in District of Columbia government in Program Development, Human Resources Management, and Organizational Development.
